Adding Endorsements & Specializations

Endorsement Requirements for Licensed Teachers

This page explains how to qualify for an added endorsement or specialization in Oregon.* It is intended for:

  • Oregon-licensed teachers who hold a Preliminary, Professional, Teacher Leader, or Legacy license; or
  • Out-of-state-licensed teachers applying for their first Oregon Preliminary Teaching License. You must hold a valid, active full license from another U.S. state or territory.
Full license definition: A full license is a teaching license from another state or country that is not temporary, restricted, or provisional and that was earned by completing an approved teacher preparation program (or the equivalent).

Licensed teachers must meet Oregon’s content knowledge requirements to add an endorsement. Some endorsements also have additional requirements, such as a practicum, coursework, or an approved preparation program.

Scroll down and select an endorsement to see its requirements.

Endorsement Requirements

Select an alphabetical group below, then choose an endorsement to view its requirements.

Please Note: Requirements for adding most endorsements depend on the type of license you hold. Some endorsements require educators to complete a full preparation program, regardless of the license currently held. Others may be added by meeting Oregon’s content knowledge and pedagogical requirements through different pathways.

This page is intended to help you get started by explaining the general requirements and available pathways for adding an endorsement. It does not include all licensure requirements. TSPC must review your full application and any additional evidence required under Oregon administrative rules before determining whether you qualify. Select an endorsement below to learn more.

Adding Specializations

Specializations on a license indicate specialized expertise or preparation in an area recognized by the Commission. Specializations are NOT required by TSPC to teach or work in the specialized area. This differs from content-area endorsements, which ARE required to teach in the corresponding subject-matter area.

More information on Adding Specializations

Language Testing for Specializations

Some specializations require both completion of an approved program and a language proficiency exam. While TSPC does not have agreements with these testing providers, the following exams are approved for the Bilingual and Dual Language specializations:

  • Bilingual Specialization (may be added to a license with successful completion of the exam)
    • American Sign Language Proficiency Interview (ASLPI)
    • ACTFL Oral Proficiency Assessment (OPI or OPIC)
  • Dual Language Specialization (requires completion of a Commission-approved program and the exam)
    • ACTFL Oral Proficiency Assessment (OPI or OPIC)
    • Commission-approved World Language test o Avant STAMP 4S
